University of California is failing to reach its goals of recruiting black and Latino students. What do you think could make the difference?

African Americans made up 5.9% of the California’s high school graduates in 2014, but only 4.3% of those admitted to University of California’s freshman class that fall; Latinos were 47% of high school graduates but only 28.9% of those admitted.
